Requests the University of Hawaii at Hilo's Pacific Aquaculture and Coastal Resources Center to convene a working group to examine the feasibility of establishing a research program for marine protected areas stewardship

Working group to collaborate with federal government on aquaculture and marine protected areas stewardship, conduct research on Papahanaumokuakea Marine National Monument, and seek federal funding

Working group to consult with experts on native Hawaiian aquaculture, marine ecosystems, fishing practices, and ocean and atmospheric conditions

Requests working group to identify which organization is best suited to implement the proposed research program

Requires the Pacific Aquaculture and Coastal Resources Center to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2012 Regular Session
