Request the Auditor to review state executive branch policies and procedures for determining whether to release funds appropriated by the Legislature.

Focus the review on the previous state administration's 2009 decision to withhold $1,000,000 appropriated for the Molokai Community Health Center expansion, which halted construction in January 2011.

Require the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Transmit certified copies of the resolution to the Governor, Director of Health, Auditor, Molokai Community Health Center Executive Director, and Molokai General Hospital President.
