Identifies that neighborhood boards lack funds to defend themselves in court and have not been defended by the City and County of Honolulu Corporation Counsel.

Directs certified copies of the resolution to be transmitted to the Mayor, Corporation Counsel, and Chair of the Neighborhood Commission of the City and County of Honolulu.
