Requests the Auditor to conduct a financial and management audit of the Hawaii Community Development Authority (HCDA) regarding its Kakaako Makai development activities.

Directs investigation into HCDA's expenditure of public funds on residential development plans for Kakaako Makai despite statutory prohibition under section 206E-31.5, Hawaii Revised Statutes.

Requires audit to examine whether HCDA collaborated in good faith with the Kakaako Makai Community Planning Advisory Council and whether it expended public funds attempting to repeal section 206E-35 requirements.

Directs investigation into HCDA's June 15, 2010 approval of the Ocean Investments LLC Development Lease Permit at 53 Ahui Street without providing public testimony opportunity or notifying the Senate President and House Speaker as required by section 206E-5.6.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session convenes.
