Request the University of Hawaii at Hilo to search for a site in lower Puna to house a learning center comparable to the North Hawaii Education and Research Center in Honokaa.

Proposed learning center would offer selected courses via live and distance instruction, create a research station, enhance community service efforts, and facilitate student access to higher education in the underserved lower Puna area.

University of Hawaii at Hilo directed to hold community meetings during site search to assess educational needs and research opportunities in the area.

University required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2012 Regular Session convenes.

A certified copy of the resolution to be transmitted to the Chancellor of the University of Hawaii at Hilo.
