Requests the State Auditor to conduct an audit of the State's compliance with Section 5 of Act 178 (2006), which requires annual accounting of public land trust revenues.

Section 5 of Act 178 mandates the Department of Land and Natural Resources provide annual accounting by January 1 each year detailing total gross receipts, amounts transferred to the Office of Hawaiian Affairs, amounts retained by the State, and specific parcel identification for lands described in Section 5(f) of the Admission Act.

Requires the accounting to identify the state department or agency that received funds, whether any parcels were sold or exchanged, and the consideration received for such transactions.

Directs all government agencies to provide full cooperation and relevant data to the State Auditor during the audit, and requires the State Auditor to submit findings and recommendations to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Addresses the State's fiduciary responsibility as trustee of the public land trust and the Hawaii Supreme Court's holdings that the Legislature must clarify revenue amounts owed to the Office of Hawaiian Affairs under the State Constitution.
