Urges the State of Hawaiʻi Department of Economic Development and Tourism to open the Foreign-Trade Zone No. 9 parking lot (521 Ala Moana Boulevard) from 8 p.m. to 6 a.m. as temporary nighttime parking for working homeless individuals.

Designates rulemaking authority for the program to remain with the Department of Economic Development and Tourism, with the participating agency determining the number of allowed vehicles.

Requires restrooms to be provided by the participating agency, a non-profit organization, or through private business grants.

Intends this as a temporary solution until permanent affordable housing becomes available.

Directs certified copies be sent to the Governor and the Director of the State of Hawaiʻi Department of Business and Economic Development.
