Urges the State of Hawaii to open the parking lot at the former Queen Lilioukalani School (3633 Waialae Avenue, Honolulu) from 8 p.m. to 6 a.m. as temporary nighttime parking for working homeless individuals living in vehicles.

Designates this program as a temporary solution until permanent affordable housing is developed, with rulemaking authority remaining with the State of Hawaii.

Requires the participating state agency to determine the maximum number of vehicles allowed and provide restrooms either directly, through a non-profit organization, or via private business grants.

Directs certified copies to be transmitted to the Governor, Director of Human Services, Director of Education, and Board of Education Chair and members.

Cites successful similar programs in California, Oregon, Texas, and Kauai as models for addressing homelessness among working individuals affected by the housing crisis and economic downturn.
