Requests the Department of Business, Economic Development, and Tourism (DBEDT), with input from the Office of Hawaiian Affairs, to examine the feasibility of establishing a Native Hawaiian research, science, and technology park to serve as an incubator and resource center for Native Hawaiian entrepreneurs.

Directs DBEDT to consider establishing a loan program for Native Hawaiian entrepreneurs, issuing revenue bonds for project financing, and entering into long-term leases for research, science, and technology projects.

Requests DBEDT to identify and seek assistance from Native Hawaiian business organizations willing to participate in developing the park and to promote conferences, symposia, seminars, and institutes in research, science, and technology fields.

Requires DBEDT to identify qualified personnel to administer the Native Hawaiian research, science, and technology park and its objectives.

Directs DBEDT to report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session convening, with funding provided through the Native Hawaiian Advancement Act.
