Recognizes the long-standing alliance between Hawaii and the Republic of Turkey based on shared values of freedom, democracy, and human rights.

Acknowledges Turkey as the world's 15th largest economy and Europe's 6th largest economy, with significant trade relationships where Turkish exports to the United States totaled $3.3 billion and U.S. exports to Turkey totaled $8.6 billion in 2009.

Notes the December 7, 2009 launch of the Framework for Strategic Economic and Commercial Cooperation between the United States and Turkey to increase trade and investment relations.

Commits Hawaii to cultivating mutually beneficial cultural, educational, political, and economic relationships with the Republic of Turkey and other Turkic Nations.

Directs transmission of certified copies of the resolution to the Prime Minister of the Republic of Turkey, U.S. Secretary of State, and Hawaii's Director of Business, Economic Development, and Tourism.
