Authorizes the Speaker of the House to expend appropriated funds for legislative and other expenses of the Twenty-sixth Legislature during the interim between the 2011 and 2012 regular sessions.

Empowers the Speaker to contract, hire, or employ personnel and designate additional employment for House employees and officers to meet after-session work demands, and approve employment of individuals prior to the 2012 regular session.

Grants the Speaker authority to establish and approve actions of standing, interim, and special committees, including authorizing meetings, hearings, determining committee membership and duties, issuing subpoenas, and authorizing committee-related expenditures.

Requires interim committees to submit periodic activity reports to the Speaker and a full report to the Legislature within ten days after the 2012 regular session convenes, including findings and recommendations.

Authorizes the Speaker to approve the House Journal for any legislative day compiled as of the 60th session day, with all authority effective through January 18, 2012.
