Reference a 2005 federal wildlife notification that lighting at Kauai high school football games violated the Endangered Species Act and Migratory Bird Treaty Act, requiring the county to install shielded lights at three football fields.

Require the Department of Land and Natural Resources to submit a report of findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2012.

Transmit a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
