Urges the U.S. Navy to gift a minimum of 100 acres of unused land south of Waipahu Depot Road on the Waipio peninsula to the State of Hawaii for development as a state park.

States that Waipahu currently lacks a state park within the community, with the nearest state parks located in central Oahu and Kaena Point.

Cites environmental concerns including pollution in West Loch from fuel and discarded naval ships, destruction of coral ecosystems, and noise and traffic congestion affecting the community.

Requires transmission of certified copies of the resolution to the President of the United States, Hawaii's Congressional delegation, naval leadership, the Hawaii Governor, and the Honolulu Mayor.
