Encourages state and county employees and officials to wear red on Equal Pay Day to show support for equal pay.

Cites 2009 data showing women earned 77 cents for every dollar men earned, requiring an additional three-and-a-half months of work annually to achieve pay parity.

Urges Congress to support the Paycheck Fairness Act (H.R. 1338) to provide more effective remedies for victims of wage discrimination based on gender.

Directs certified copies of the resolution be sent to Hawaii's congressional delegation and the Governor.
