Commends the City and County of Honolulu for its efforts in reducing the backlog of street repairs and repaving throughout the city.

Requests the City and County of Honolulu conduct a feasibility study for repairing and repaving side streets along Kalihi Street and addressing major concerns in the area.

Directs the feasibility study to focus on widening Kalihi Street from Kalihi Uka Elementary School to Kalihi Valley Park, constructing sidewalks, undergrounding electrical and telecommunications wires, and resolving safety concerns at the "S curve" on the 3100 block.

Requires the study to examine increased accessible bus service in Kalihi Valley and specifically analyze 30 named side streets in the Kalihi area.

Directs the City and County of Honolulu to submit findings and recommendations to the Legislature no later than twenty days before the convening of the 2012 Regular Session.
