Requests the Hawaii Judiciary to develop and implement a training program for Family Court judges and guardians ad litem to recognize and understand domestic violence.

Establishes that the training should address various signs and consequences of domestic violence, including psychological, physical, and sexual abuse.

Emphasizes that Hawaii Revised Statutes section 571-46(a)(9)-(14) requires Family Court to consider specific criteria related to family violence in custody and visitation disputes.

Directs certified copies of the resolution to be transmitted to the Chief Justice of the Supreme Court, Senior Judge of the Family Court, Administrative Director of the Courts, and Chief Court Administrator of each Circuit.
