Urges the Hawaii Public Housing Authority (HPHA) to develop and implement a sustainable plan to repair all public housing units in need of maintenance.

Requests HPHA to explore how renovations and maintenance can be undertaken at reduced or no cost through collaboration with the Department of Public Safety, construction trades, and other relevant entities.

Requires HPHA to report to the Legislature no later than 20 days prior to the convening of the Regular Session of 2012 on the development and implementation of the sustainable repair plan.

Notes that as of January 2010, only 24 of 364 vacant public housing units were "rent ready" for immediate occupancy, and much of HPHA's inventory is nearly 60 years old and in a state of disrepair.
