Notes that DHHL lost its single largest funding source of $30 million annually in 2015 due to a land settlement agreement with the State, creating constraints on infrastructure development.

Acknowledges that thousands of native Hawaiians have waited years or decades for homestead leases while DHHL struggles with limited financial resources for developing roads, water lines, and sewer systems.

Recognizes DHHL's existing efforts to secure alternative funding through revenue bonds and partnerships with other native Hawaiian trusts.

Directs that certified copies of the resolution be transmitted to the Chair of the Hawaiian Homes Commission.
