Establishes policies governing the House of Representatives' legislative broadcast program for cablecasts and webcasts of House proceedings, which began on a pilot basis in 1994.

Designates the Speaker of the House or Speaker's designee as responsible for content, selection, and editorial policies, with 'Ōlelo Community Television providing technical support, equipment, and maintenance.

Authorizes cablecast distribution through 'Ōlelo on O'ahu, Akakū on Maui/Moloka'i/Lana'i, Hōike on Kaua'i, and Na Leo 'O Hawai'i on Hawai'i island, with webcast access provided by 'Ōlelo.

Requires gavel-to-gavel coverage of all public committee hearings and legislative sessions with speaker-focused shots; prohibits close-up "reaction" shots and restricts use of material for campaign or commercial purposes.

Declares tapes, cablecasts, and webcasts as property of the House of Representatives; specifies they are not official meeting records and must be retained for rebroadcasts and staff training purposes.
