Request the Department of Education to establish a two-year pilot program offering online instruction to middle and high school students in Hawaii's public school system.

Pilot program should include self-paced school courses accessible from students' homes, delivered through web-based learning, computer-based learning, and virtual classrooms.

Require all students enrolled in the pilot program to meet in person with a teacher once per week during the school year.

Department must submit a preliminary report to the Legislature no later than 20 days before the 2012 Regular Session convenes, and a final report no later than 20 days before the 2013 Regular Session convenes.

Reports must include information on student academic achievement, impact on students and teachers, program costs, and any savings realized compared to traditional classroom instruction costs.
