Urges charitable organizations accepting used motor vehicle donations to provide donors with information on proper and legal title transfer procedures.

Urges charitable organizations to offer to file title transfer documents on behalf of donors when requested and authorized to do so.

Addresses concern that donors who fail to properly transfer vehicle titles to charitable organizations may face fines from the Director of Finance.

Directs the Director of Commerce and Consumer Affairs to transmit copies of the resolution to executive directors of charitable organizations in Hawaii that accept used vehicle donations.
