Urges the Department of Land and Natural Resources and City and County of Honolulu to reach a final determination on ownership and jurisdiction of an unimproved section of Kaimakani Street (TMK: 1-9-9-05, 28, 29, and 68).

Requires consideration of Act 288 (Session Laws of Hawaii 1993) and City Council Resolution No. 93-287 in resolving the ownership dispute.

Directs both agencies to reach an agreement on ongoing maintenance responsibilities for Kaimakani Street regardless of the final ownership determination.

Requires the Department of Land and Natural Resources to submit a report with findings and recommendations to the Legislature at least 30 days before the 2012 Regular Session convenes.

Requests certified copies be sent to the Chairperson of the Board of Land and Natural Resources and the Mayor and Council Chairperson of Honolulu.
