Requests the State Auditor to conduct an impact assessment on proposed mandatory health insurance coverage for crisis substance abuse and alcohol treatment under Senate Bill No. 731, S.D. 1.

Requires the assessment to examine the social and financial effects of mandating coverage for individual and group counseling services lasting 30 to 60 days for patients with substance abuse problems.

Mandates compliance with Hawaii Revised Statutes sections 23-51 and 23-52, which require impact assessments before health insurance coverage mandates can be considered by the Legislature.

Directs the Auditor to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the Regular Session of 2012.

Requires certified copies be sent to the President of the Senate, Speaker of the House, the Auditor, and the Insurance Commissioner, who must distribute copies to all health insurers in the State.
