Encourages the 112th United States Congress to enact federal legislation modernizing the Toxic Substances Control Act of 1976 to strengthen chemicals management and public health protections.

Calls for chemical manufacturers to prove all existing and new chemicals are safe and provide essential health and safety information to consumers and the public.

Requires immediate action to reduce or eliminate harmful chemicals including persistent, bioaccumulative, and toxic chemicals already in widespread use.

Preserves state and tribal authority to implement chemical management programs more protective than federal standards and establishes health safety standards based on best available science to protect vulnerable populations including children.

Promotes innovation through fast-tracked approval of safer chemicals, supports green chemistry research and workforce development, and directs action plans to reduce toxic chemical exposure in disproportionately affected communities.
