Urges the National Collegiate Athletic Association (NCAA) to implement a "Plus-One" playoff system allowing the top four ranked college football teams to compete for a national championship in the Football Bowl Subdivision.

Calls on the NCAA to reserve at least 10 percent of seating in the first national playoff championship game for active duty and veteran members of the U.S. armed forces.

Directs the NCAA to allocate 10 percent of championship game proceeds (after expenses) to scholarship foundations at participating universities to provide educational scholarships for qualified handicapped students with financial need.

Criticizes the current Bowl Championship Series (BCS) system for lacking transparency, being influenced by corporate and television interests, and disadvantaging mid-major conferences and independent schools that lack automatic bid eligibility.

Calls for transmitting copies of the resolution to the President of the United States, the NCAA President, and Hawaii's congressional delegation.
