Requests the State Auditor to analyze the social and financial impacts of mandating health insurance coverage for tobacco cessation services under HB 1443 and SB 1452, effective July 1, 2011.

Mandated coverage should include no-copayment telephone and in-person counseling, all FDA-approved nicotine replacement products, and tobacco cessation medications recommended by the U.S. Public Health Service.

Mandated coverage should have no prior authorization requirements, annual or lifetime limits on cessation attempts, limits on treatment duration, or requirements that cheaper medications be tried first.

Requires the Auditor's report to assess the probable effects of the mandate and whether it is consistent with state policy, to be submitted no later than 20 days before the 2012 Regular Session.

Directs the Insurance Commissioner to transmit copies of the resolution to all health insurers in Hawaii that issue health insurance policies.
