Recognizes Native Hawaiians as the only indigenous, aboriginal people of Hawaii and establishes state support for a reorganized Native Hawaiian governing entity.

Creates a nine-member Native Hawaiian Roll Commission appointed by the governor, president of the senate, and speaker of the house to prepare and maintain a roll of qualified Native Hawaiians within 180 days.

Defines "qualified Native Hawaiians" as descendants of aboriginal peoples who occupied Hawaii prior to 1778, or individuals eligible for Hawaiian Homes Commission Act programs in 1921, who maintain cultural connection to the Native Hawaiian community and are at least 18 years old.

Requires the commission to publish the qualified Native Hawaiian roll to facilitate the organization of a Native Hawaiian convention and automatically dissolves the commission upon publication of any updated roll.

Appropriates unspecified funds to the Office of Hawaiian affairs for fiscal years 2011-2012 and 2012-2013, with the Act taking effect on January 7, 2059.
