Requires the Department of Public Safety to develop and implement a comprehensive strategic plan to correct deficiencies in the sheriff division identified in Auditor Report No. 10-06 (June 2010)

Mandates the sheriff division pursue accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. and correct inefficiencies in the warrant process, including reducing warrant backlogs and improving radio communications

Amends the director of public safety's powers and duties from discretionary ("may") to mandatory ("shall") for core functions including preserving public peace, training officers, and serving process

Requires the department to submit a report to the legislature no later than twenty days before the 2012 regular session detailing corrective actions taken and recommended statutory amendments

Appropriates an unspecified sum from general revenues for fiscal years 2011-2012 and 2012-2013 exclusively for the sheriff's division, with funds prohibited from use for corrections or administrative expenses
