Exempts producers of hand-pounded poi from requirements to process in a certified food-processing establishment or obtain a Department of Health permit if three conditions are met.

Requires hand-pounded poi producers to sell directly to consumers, prepare poi adjacent to permanent or temporary hand-washing facilities, and comply with department health and safety rules.

Directs the Department of Health to adopt rules pursuant to chapter 91 to implement this exemption no later than December 31, 2011.

Takes effect upon approval.
