Establishes a temporary task force within the judiciary to develop policy and procedures for issuing temporary restraining orders via electronic voice communication (phone/electronic means) in family and district courts.

Task force consists of eight members representing the legislature, Honolulu Police Department, prosecuting attorney, attorney general, judiciary, public defender, and a domestic violence victims' organization.

Task force shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2012 regular legislative session and dissolves on June 30, 2012.

Authorizes the judiciary to establish a program assisting persons seeking temporary restraining orders and protective orders during state furlough days and other times when court services are unavailable, including walk-in assistance and intake services in secure locations.

Effective date is July 1, 2050.
