S.B. 1055 Summary

• Appropriates funds for the Hawaii Employer-Union Health Benefits Trust Fund costs for bargaining units (1) and (10) represented by the United Public Workers for fiscal years 2011-2012 and 2012-2013.

• Provides appropriations for salary increases and other collective bargaining cost items negotiated with the United Public Workers, distributed across general funds, special funds, federal funds, and other funds as applicable.

• Extends equivalent compensation and benefits to state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit members, including employees in the executive branch, judiciary, and Hawaii health systems corporation.

• Allocates funds to various state departments and agencies including the Department of Finance, judiciary, and Hawaii health systems corporation for expenditure in their respective fiscal years.

• Effective date is July 1, 2030; unencumbered funds lapse on June 30, 2012, and June 30, 2013, of their respective fiscal years.
