S.B. 1061 Summary

• Appropriates funds for fiscal years 2011-2012 and 2012-2013 to implement collective bargaining cost items negotiated with the Hawaii Government Employees Association representing bargaining units (2), (3), (4), (6), (8), (9), and (13).

• Funds health premium payments through the Hawaii employer-union health benefits trust fund and departmental administration costs across general funds, special funds, federal funds, and other funds as specified in each section.

• Extends funding to excluded state officers and employees in the executive branch and judiciary who are not part of collective bargaining but belong to the same compensation plans as bargaining unit members.

• Allocates funds to multiple state entities including the executive branch departments, judiciary, and Hawaii health systems corporation for expenditure in each respective fiscal year.

• Contains administrative provisions allowing salary increases to be paid from federal, special, or other funds proportionately, with unused appropriations lapsing on June 30, 2012 and 2013; effective July 1, 2030.
