Appropriates funds for Hawaii Employer-Union Health Benefits Trust Fund costs for bargaining unit (5) represented by the Hawaii State Teachers Association for fiscal years 2011-2012 and 2012-2013.

Appropriates funds for health premium payments and collective bargaining cost items negotiated with the Hawaii State Teachers Association, with amounts to be allocated by the director of finance to appropriate state departments.

Extends the same health benefits and cost items to excluded state officers and employees in the executive branch who belong to the same compensation plans as bargaining unit (5) members under chapter 89C, Hawaii Revised Statutes.

Provides that salary increases and cost adjustments shall be paid proportionately from federal, special, or other funds when an officer's compensation is paid from those sources.

Takes effect on July 1, 2030; unused funds lapse on June 30, 2012 and June 30, 2013 of their respective fiscal years.
