Appropriates funds for fiscal years 2011-2012 and 2012-2013 to implement collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (13)

Allocates funding across multiple state departments and entities including executive branch agencies, the judiciary, and the Hawaii health systems corporation through program planning and budgeting accounts

Provides salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (13) members, as authorized by Hawaii Revised Statutes chapter 89C

Specifies that salary increases for employees paid from federal, special, or other funds shall be paid proportionately from those respective funding sources

Takes effect July 1, 2011, with any unexpended or unencumbered funds lapsing on June 30, 2012, and June 30, 2013
