Establishes a new bargaining unit (14) under Hawaii Revised Statutes Section 89-6 to represent state law enforcement officers as a separate collective bargaining unit.

Updates voting procedures for public employer negotiation groups to include the new bargaining unit (14) with the same voting structure as units (1), (2), (3), (4), (9), (10), and (13), where the governor has six votes and mayors, chief justice, and Hawaii health systems corporation board each have one vote if they have employees in the unit.

Amends Section 89-7 to prevent the Hawaii Labor Relations Board from directing elections in newly created bargaining units composed of employees already covered by valid collective bargaining agreements.

Adds bargaining unit (14) to the list of units subject to mediation and arbitration procedures under Section 89-11 when an impasse exists between the public employer and the exclusive representative.

Takes effect on July 1, 2030.
