Amends Hawaii Revised Statutes Section 711-1108.5 to add killing or attempting to kill another person's pet animal without consent as a first-degree animal cruelty offense.

Restructures the statute to separate torture/mutilation/poisoning offenses from the new killing offense, with each having distinct exceptions.

Exempts humane euthanasia performed by animal control officers, incorporated humane societies, animal cruelty prevention societies, or authorized government agencies following American Veterinary Medical Association standards.

Exempts conduct the actor reasonably believes necessary to avoid imminent harm to themselves, another person, or an animal, provided the harm avoided is greater than the harm prevented by the statute.

Classifies first-degree animal cruelty as a class C felony and takes effect July 1, 2011.
