Establishes new offense of "cruelty to animals by fighting dogs in the second degree" as a class C felony for knowingly wagering on dogfights, attending dogfights, or possessing devices intended to enhance fighting ability.

Increases penalty for "cruelty to animals by fighting dogs in the first degree" from class C to class B felony, covering ownership, training, sponsoring, or arranging dogfights and related conduct.

Defines key terms including "dogfight," "bait dog," "device," and "wager" to clarify scope of dog fighting prohibitions.

Amends existing animal cruelty statutes to include reference to the new second-degree offense in provisions regarding impoundment, forfeiture, and court-ordered surrender of animals.

Effective July 1, 2011, with provisions to preserve certain animal protection statutes when prior legislation expires on July 1, 2015.
