• Appropriates funds for fiscal years 2011-12 and 2012-13 to implement collective bargaining agreement cost items for collective bargaining unit (8) across multiple state departments and agencies.

• Provides funding through program planning, analysis, and budgeting (BUF 101) for executive branch employees in unit (8), with amounts to be allocated by the director of finance to appropriate state departments.

• Appropriates funds for judicial branch employees in collective bargaining unit (8) through administration (JUD 601), with allocation directed by the chief justice.

• Appropriates funds for Hawaii health systems corporation employees in unit (8) through hospital care (HTH 210), allocated by the director of finance to the corporation.

• Extends salary increases and cost adjustments authorized under chapter 89C to excluded state officers and employees in the same compensation plans as unit (8) members; takes effect July 1, 2011.
