Appropriates funds for fiscal biennium 2011-2013 to implement collective bargaining agreement cost items negotiated with exclusive bargaining representative of collective bargaining unit (6) across executive branch, judiciary, and Hawaii health systems corporation.

Allocates funds from general, special, federal, and other sources to program planning, analysis, and budgeting (BUF 101) for executive branch employees and administration (JUD 601) for judiciary employees.

Provides salary increases and cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to same compensation plans as unit (6) members.

Authorizes director of finance to allot funds to appropriate state departments and chief justice to allot funds for judicial branch for expenditure in each respective fiscal year.

Appropriations lapse as of June 30, 2012, and June 30, 2013, if not expended or encumbered; act takes effect July 1, 2011.
