Enacts the Uniform Military and Overseas Voters Act to establish voting procedures for military members and overseas voters in all federal, state, and county elections in Hawaii.

Defines "covered voters" as uniformed-service members, their spouses and dependents, and overseas voters who meet eligibility requirements, including those born outside the U.S. with a parent who was eligible to vote in Hawaii.

Requires the chief election officer to establish an electronic transmission system for covered voters to apply for voter registration and military-overseas ballots, with options for facsimile, electronic mail, or internet delivery.

Mandates ballot transmission to covered voters who submit valid applications by 45 days before elections (or the preceding business day if that date falls on a weekend or holiday), with ballots received by two business days after late applications.

Allows covered voters to use federal postcard applications, federal write-in absentee ballots, or state absentee ballot applications; provides that military-overseas ballots are valid if submitted by 12:01 a.m. on election day and received by close of polls.

Effective date: July 1, 2050.
