Appropriates funds for fiscal biennium 2011-2013 to implement collective bargaining agreement cost items for collective bargaining unit (2) employees across multiple state departments and agencies.

Provides appropriations in seven parts covering: executive branch employees (Parts I-II), judiciary employees (Parts III-IV), and Hawaii health systems corporation employees (Parts V-VI), with separate funding for both bargaining unit members and excluded employees in comparable compensation plans.

Allows funding from general, special, federal, or other sources as appropriate, with director of finance or chief justice responsible for allotting funds to respective departments.

Requires proportional payment of salary increases and cost adjustments from federal, special, or other funds for any employee whose compensation is paid wholly or partially from those sources.

Establishes an effective date of July 1, 2050, and requires any unencumbered funds to lapse on June 30, 2012, and June 30, 2013.
