Appropriates funds for fiscal biennium 2011-2013 to implement collective bargaining cost items negotiated with collective bargaining unit (3) across executive branch agencies, the judiciary, and Hawaii health systems corporation.

Provides salary increases and cost adjustments authorized under Hawaii Revised Statutes chapter 89C for state officers and employees excluded from collective bargaining who are in the same compensation plans as unit (3) members.

Distributes appropriations through four funding sources (general, special, federal, and other funds) with specific allocations to program planning and budgeting (BUF 101) for executive agencies, administration (JUD 601) for the judiciary, and hospital care operations (HTH 210) for Hawaii health systems corporation.

Requires salary increases and cost adjustments paid from federal, special, or other funds to be funded proportionately from those respective sources.

Effective date set for July 1, 2050; any appropriated funds not expended or encumbered by June 30, 2012 and June 30, 2013 shall lapse.
