Prohibits baked goods from being advertised or labeled as "fresh" or "now fresh bread" unless they have never been frozen prior to retail sale to the consumer.

Requires grocers and wholesale clubs to post signs identifying all previously frozen baked bread products, with "previously frozen" in at least 24-point font and product names in at least 14-point font.

Mandates suppliers provide retailers with listings identifying all previously frozen baked goods by name to ensure compliance.

Extends signage requirements to all baked goods (including cookies, doughnuts, and muffins) effective September 1, 2013, replacing the initial baked bread-only requirement from September 1, 2011.

Defines "baked goods" as any food product prepared in an oven or dried and hardened by heat.
