Establishes that individuals with full-time employment eligibility may have good cause for voluntarily separating from part-time work based on 13 specific conditions, including loss of full-time work making part-time economically unfeasible, work outside customary occupation, schedule conflicts, discrimination, or domestic/sexual violence.

Removes the eight-week limitation on partial unemployment benefit status that previously required individuals to be deemed totally unemployed if total unemployment extended beyond eight consecutive weeks.

Makes mandatory (rather than discretionary) the waiver of registration for work and work search requirements for individuals who are partially unemployed, defined as less than 20 hours per week or on-call/casual/intermittent work.

Repeals the June 30, 2012 sunset date for provisions related to partial unemployment benefits, making them permanent.

Effective July 1, 2011.
