Converts multiple civil service exempt positions to civil service positions subject to chapter 76 (Hawaii's civil service law) across various state departments and agencies

Changes language from "may" to "shall" regarding employment of personnel in accordance with chapter 76 in sections covering historic preservation, water resource management, workforce development, and other state functions

Requires that civil service exempt positions specifically exempted by law cease to be exempt effective July 1, 2014

Applies civil service requirements to positions in the attorney general's office, department of commerce and consumer affairs, department of labor and industrial relations, and Hawaii community development authority, among others

Effective date set for July 1, 2050
