Appropriates funds for Hawaii Employer-Union Health Benefits Trust Fund costs for bargaining unit (11) represented by the Hawaii Fire Fighters Association for fiscal years 2011-2012 and 2012-2013.

Authorizes appropriations from general funds, special funds, federal funds, and other funds to departmental administration and budget division (BUF 101) for all collective bargaining cost items negotiated with the Hawaii Fire Fighters Association.

Extends the same health benefits and cost item funding to state officers and employees in the executive branch excluded from collective bargaining who belong to the same compensation plans as bargaining unit (11) members.

Requires salary increases and cost adjustments paid from federal, special, or other funds to be paid proportionately from those respective funding sources.

Appropriated funds not expended or encumbered by June 30, 2012, and June 30, 2013, shall lapse on those dates; bill becomes effective July 1, 2030.
