SB1096 Summary

• Appropriates funds for fiscal biennium 2011-2013 to implement collective bargaining agreement cost items for collective bargaining unit (9) across multiple state departments and agencies.

• Provides salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (9) members, as authorized by chapter 89C, Hawaii Revised Statutes.

• Directs the director of finance to allot appropriated funds to state departments and the Hawaii health systems corporation for expenditure in FY 2011-12 and FY 2012-13.

• Specifies that salary increases funded from federal, special, or other funds shall be paid proportionately from respective funding sources.

• Requires unexpended or unencumbered funds to lapse on June 30, 2012, and June 30, 2013, with the Act taking effect on July 1, 2011.
