HI SB110

Provides immunity from prosecution for minors who consume or possess liquor if they summon medical treatment for another minor requiring emergency care due to alcohol consumption.

Extends immunity to the intoxicated minor receiving treatment and up to two additional minors assisting, provided they remain on scene and cooperate with medical and law enforcement personnel.

Maintains existing prohibitions on minors consuming, purchasing, or possessing liquor, with exceptions for authorized employment delivery, religious ceremonies, and law enforcement controlled purchases.

Requires minors age 18-20 found in violation to serve 75 hours of community service and complete an 8-12 hour alcohol education program at their own expense, with driver's license suspension of at least 180 days.

Takes effect July 1, 2050.
