Requires the Department of Human Services to develop and administer a housing assistance program for former foster youth who have attained 18 years of age.

Program must maintain a registry of eligible former foster youth, notify them of available services, and provide information about public housing, federal and state rental assistance, and other housing programs.

Department must assist former foster youth in obtaining documentation needed to access housing options and provide counseling and guidance on housing issues.

Department shall coordinate with the Hawaii Public Housing Authority and Hawaii Housing and Finance Development Corporation in implementing the program.

Appropriates funds from general revenues for fiscal year 2011-2012 for the Department of Human Services to develop and administer the housing assistance program.
