Adds new section to Hawaii Revised Statutes Chapter 46 stating that county agencies issuing building permits are absolved of liability if a licensed architect has affixed their stamp to the permit application.

Relieves county permitting agencies of any duty to conduct project reviews when a licensed architect's stamp appears on a building permit application.

Amends the facilitated application process under Section 201-62 to apply the same liability protections and project review exemptions for state agencies when an architect's stamp is present on permit applications.

Maintains that agencies retain their own permit issuance jurisdiction and authority, and the facilitated application process does not invalidate existing agency authority under law.

Takes effect upon approval.
